This Krazy Kat short is more about Ignatz Mouse (Paul Frees), and his obsession with bricks. Here's "Network Nitwit":

You can hear the overlap of sound effects with the Tom & Jerry cartoons of the same era, also directed by Gene Deitch.
Which is why those cartoons weren't as great as people think they were.
